Decoupling Skills from Ability Scores

Title.

In most of the System Next iterations, there is no proficiency bonus. So...why not just decouple skills from ability checks entirely?

Instead of saying "Parry is a Strength-based skill" and "make a Parry check", how about saying "Parry allows you to make Strength checks to negate melee attacks".

This would really help skills with ambiguous ability score binding, such as Melee (yay, unified into one skill again!), Block, and all Power Skills.
